Default Is there freeware that can send radio commands?

Is there freeware that can send radio commands like FPS games?

TS2 or Ventrilo is good software to communicate with real voice.
I guess all top ranked guilds do use it for easy communication.
The problem is most of my guildies don't want to speak with it.
(I think I can say it happens because of our - Japanese nationality.)

To solve this, I'm searching for tool we can use radio commands like FPS.
Any associated infomation will be appreciated. Thanks.

You do not wish to speak in real time, across the globe, providing a tactical advantage, for free...because you are Japanese? I am missing the logic in this statement. TS and Vent work well because they have no function that conflicts with Guildwars (since Guild Wars has no voice system of its own). However, I think you would find it very difficult to find a 3rd party program that could simulate radio commands using hotkeys WITHIN Guildwars, since Guild Wars HAS a hotkey system built in. Even in windowed mode...how could you link the keys from the 'command program' to the actions or text you wish to portray in Guild Wars. I understand the concept you wish to achieve...I use a similair program for my joystick that I can program to do different things in different games...I just dont know if the same thing can be accomplished with hotkeys and 'radio' commands

It would indeed be possible to write a program like that using DX overlays in DirectX 9, and a keyboard hook, if they're not meant to do any fancy in-game stuff. Though it is possible, I have never heard of a program like that since well, TS and Vent both do that job better.
